At the Regular Meeting of the Executive Board of the Adirondack Association of Towns and Villages held at the Town Hall in the Town of Chester at 1:30 p.m., there were
PRESENT: Bill Farber; President, Executive Board Members; Greg Wallace, Fred Monroe, George Canon, Dan Belden, Jean Raymond, Brian Towers, Robert Moore.
EXECUTIVE DIRECTOR REPORT
Membership Status - An updated list on membership to date was distributed. It was noted that there may be confusion between dues and APRAP contribution. Executive Director Hart to verify with the Towns in question. It was also noted that some of the Executive board members would talk to neighboring towns that had not joined yet.
Association of Towns Conference - A report of the conference in New York City was given regarding the booth, hospitality suite and presentation that was given.
APRAP Project - The Executive Board held a discussion on raising more contributions toward the project. It was agreed to approach each of the counties to request a contribution toward the matching funds. It was also discussed to request a smaller contribution to the border communities.
ADIRONDACK STEERING COMMITTEE
Bill Farber updated the Board on the Adirondack Steering Committee that was formed recently by Commissioner Grannis. President Farber met with Paul Bray from DEC to discuss setting up the first meeting which is scheduled for the middle of May. The group will "flush" out the issues and Commissioner Grannis will assist. President Farber was very encouraged with the original dialogue and was very optimistic with the future of the steering committee and its results.
BY-LAWS
The Executive Committee reviewed the by-laws and made changes. It was agreed to present the changes to the membership at the June annual meeting. It was noted that some of the changes were thought to be made previously but records were not able to be found at this time.
DHCR MEETING
The NYS Division of Housing and Community Renewal is holding a meeting on April 23, 2008 in Old Forge. Supervisor Moore noted that he would be attending the meeting and could represent AATV also. The Board agreed to have Supervisor Moore stress that the second meeting of DHCR was held in the same area of the park and if this was to be a park-wide initiative that future meetings should be held in other areas of the park. He agreed to relay the information.
ANNUAL MEETING
The Board reviewed the quotes for the annual meeting. A discussion was held noting that the Hilton was having worked performed this year and would be under construction at the time of the annual meeting. The Board agreed that it should share the business and use the Crowne Plaza this year for the meeting.
On motion of Supervisor Moore, seconded by Supervisor Belden, the Board agreed to hold the June annual meeting at the Crowne Plaza in Lake Placid. CARRIED 8 AYES 0 NAYS
A discussion was held on speakers, issues, presentations and a person to honor at the dinner.
CORRESPONDENCE
Wake-Up Resolution - A resolution from the Town of Northampton was distributed.
FINANCIAL REPORT
The vouchers were submitted for review. A discussion was held on the purchase of a desktop computer for the office. It was noted that a laptop was currently being used for computer work and was in need of being upgraded. The Board agreed to the purchase.
On motion of Supervisor Monroe, seconded by Canon, the Board agreed to the purchase of a desktop computer at a cost not to exceed $900.00. CARRIED 8 AYES 0 NAYS
On motion of Supervisor Monroe, seconded by Supervisor Raymond, the April abstract in the amount of $5117.15 was approved for payment. CARRIED 8 AYES 0 NAYS
UPDATES
Incorporation Status - It was noted that the paperwork has been forwarded to the attorney for filing of 501 C3 status.
Snowmobile Mileage - Supervisor Monroe talked about the recent publicity in regard to the snowmobile mileage issue at the Park Agency. It was noted that several articles on the issue have recently been printed bringing conversation to the public regarding the economic impact and the general economy of the Adirondacks. The group agreed that this could be positive and to continue conversation with the topic of the Adirondack economy.
Sandy Lewis Farm Issue - Supervisor Monroe updated the board on the Lewis farm status. It was noted that Supervisor Monroe and Farber met with Mr. Lewis regarding his problem. It was noted that AATV could not get involved with any personal or legal issues.
Forest Preserve Advisory Meeting - A meeting of the Forest Advisory is scheduled for Friday, April 24, 2008 in Wanakena. It was noted that President Farber and George Canon are not able to attend and a replacement would be sought.
On motion of Supervisor Canon, seconded by Supervisor Towers, the meeting was adjourned at 4:50 p.m. CARRIED 8 AYES 0 NAYS
